Sidney Splawn-Dolquist has practiced law for 28 years. She has appeared in courts in every county as a public defender, prosecutor, legal services attorney and assistant attorney general. She joined The Scott Horenstein Law Firm after spending 19 years in the Yakima County Prosecutor's Office, most recently as Supervisor of the Juvenile Criminal Division. Her family law background has involved serious custody and visitation matters, paternity, child support issues, domestic violence cases and abused and neglected children. In addition to being an experienced trial attorney, she is a trained mediator and skilled negotiator. Thirty years ago, Ms. Dolquist worked in Clark County, during and after law school, for the public defender and the prosecutor's office. She has returned, with her husband Scott, and renewed old friendships in the legal community.

Professional Experience

  • Public Defender, King County - Represented parents in juvenile dependency and termination cases; represented juveniles charged with felonies and misdemeanors; served as special guardian ad litem for children.
  • Assistant Attorney General, DSHS Division, King County - Prosecuted parents in juvenile dependency and termination cases throughout the state of Washington; assigned mainly to King and Clallam counties; parole revocation hearings; represented Office of Support Enforcement in child support matters; administrative hearings and appeals.
  • Spokane Legal Services - Head of the Family Law Division; represented parents in serious custody cases involving spousal and child abuse; third party custody actions; administrative hearings and Social Security cases; Rule 9 supervisor of new law students.
  • Evergreen Legal Services - Director of the Longview office handling family law, senior law, housing, landlord- tenant, employment security, public assistance, contract and real property cases.
  • Yakima County Prosecuting Attorney's Office - Child support contempt, collection and modification, paternity establishment, parenting plans; Juvenile court supervisor handling major felonies such as homicide, rape, first degree assault, robbery, burglaries and car theft, chiefly gang related.
